摘要
国有企业引入虚拟人力资源管理有助于降低企业管理成本、提升企业的核心能力、创造高绩效的组织、有效地配置人员和解决下岗问题。国有企业实行虚拟人力资源管理途径包括:加强企业核心能力的培养和核心人员的管理;进行人力资源管理活动的虚实划分,建立人力资源新构架;广泛运用现代信息技术,加强人才库以及人才网络化管理的建设;与高校和技校建立人才培养的伙伴关系;加强与外聘专家以及外部重要的技术人才的信息交流。
The state-owned enterprise' s introduction of virtual human resource management is able to lower the cost of enterprise management, to promote the core ability of the enterprise, to build up an organization with high efficiency and results, to effectively allocate personnel as well as to solve the problem of unemployment. Virtual human resource management can be conducted in several ways: strengthen the core ability of enterprise and management of core personnel ; define the boundary of virtual and actual activities of human resource management and set up a new framework of human resource ; enhance the establishment of talent tank and network-based talent management by means of application of modern information technology; establish the partner relationship of talent training with universities and technical schools; promote the information exchange with foreign experts and important technical talents outside the enterprise.
