辽宁省属公益类科研机构基本状况与转制问题的实证研究

Verification-based Study on Status Quo and Restructuring of Non-profitable Research Establishments in Liaoning

在调研基础上,对辽宁省属公益类科研机构的行业和区域分布状况、资产管理与运作水平、科研与产业化能力等问题进行了比较分析,重点对省属公益类科研机构在转制中遇到的资金、人才、技术等困难,以及各机构面对改革的心态、应对策略、发展规划与选择趋向进行了研究。认为辽宁省属公益类科研机构尽管具有一定的人才技术基础和实力,但是面对改革和转制后激烈的市场竞争,各机构普遍存在着资金不足、进入市场准备不充分等问题,需要国家给予必要的、具有可操作性的配套政策支持。

Investigates comparatively the geographical and research field distributions, assets management/operation, research achievements and relevant industrializing capability of the non-profitable scientific/technological research establishments in Liaoning PRC, focusing on their difficulties in funds, cohesion of brains and research competence/facilities. How they think of the restructuring problems and related policies, development planning and trend of research projects to select are also studied on actual conditions. A conclusion is drawn that although they have laid down a certain foundation of researching power including talents and necessary facilities, they are unavoidably facing to the challenges of reform and the keen market competition after restructuring. It implies that all of them have the common problems to solve properly, such as insufficient funds and lack of full preparation to enter into market. Necessary and operable policies should be formulated and enforced by governments to support them to solve the problems.
