The paper makes an introduction of LIU Shaoqi, who, on behalf of the Central Committee of the Communist Party of China,appropriately dealt with the severe economic difficuty of Kailuan Coal Mine and put forward the strategic thought of safeguarding and promoting the development of productivity. He pointed out that it should wholeheartedly depend on the working class and unite the national bourgeoisie to develop the productivity. These strategic thought contributed to solving the problems in undertaking and reforming the old and big enterprises by the Party before the eve of the liberation.
