Multi-visions Of Government-Merchant Dynamics: On The Formation Of The Chamber Of Commerce In Late Qing Dynasty

清末商会之所以能成立,与商部政策倾斜和大力推行有关,但在各地商会的实际成立过程中,并非一帆风顺,形态也各有差异。基于一些现实困难,以及背后种种潜在因素的考量,商人在这个过程中常持被动态度。官商之间的这种不同考虑,也预示着商会成立必然不会以一种划一的形式完成。

The formation of the Chamber of Commerce in late Qing Dynasty, was related with the encouraging policies and positive promotion of the Ministry of Commerce. However, the formation was not always smooth and appeared various form in the practical formation of local Chambers of Commerce. During this process, the merchants often took passive attitude towards the realistic difficulties and consideration of several potential factors. The diverse attitude between the government officials and the merchants also indicated that the formation of the Chamber of Commerce was not certain to undertake united form.
