作为处置群体性事件主力军的公安机关,组建一支“反应灵敏、装备精良、训练有素”的专司处突、防暴、反恐任务的公安特警专业伍,已成为广泛的认识和迫切的要求。这在西部地区的州市一级尤其如此。因此,从积极预防和妥善处置社会群体事件的角度,研究探素西部欠发达地区州市公安机关特警队伍的建设,显得日趋重要。

Pablic Security departments as the main force of managing multitude events, how to build a special constable troop of “quick reactive, well-equipped, and training qualified” to deal with conflicts, prevent violence and anti terrorism has become an extensive recognition and impending needs. This is particularly stand out in the prefectures and municipals in Western areas. Thus, from the angle of active prevention and appropriate treatment to the multitude events in the society, research and explore special constable troop building in prefectures and municipals of underdeveloped Western Areas appears increasingly important.
