清末新政是我国传统社会向现代社会转型的重要时期。清政府在政治、经济、文化、军事等方面改革促使这些因素不断地发生部分质变或量变。传统的政治机制、经济机构、文化体系等都发生解体和分化,现代的社会结构逐步形成。从某种意义上讲,它是中国由传统社会向现代社会的转型的新起点和加速场。

The new policy in late Qing Dynasty was an important period frcrn traditional society to modem one. The reform in policy, economy, culture and military led to qualitative or quantitative change. The traditional system in policy, economy and culture was departed. The organization of modern society came into being. To some degree, it was a new starting point and an accelerator from the traditional sodew to the modem one.
