摘要
农村集体经济组织产权不明晰和随之而来的收益分配问题已成为影响农村经济发展和社会稳定的重要因素。进行社区股份合作制改革是解决这一矛盾的好方式,它采取集体净资产既分股量化到人又不变现瓜分集体资产的办法,成员按份共有,明晰了每个成员在集体经济组织中的产权份额;使农民真正成为集体经济的投资主体、决策主体和受益主体,成为集体经济名符其实的主人。从实践的情况看,社区股份合作制是适宜于现阶段生产力发展的产权制度形式。
The rural collective economic organizations have experienced more than decade-long history. There are a series of problems caused by unclear property rights and hence numerous disputes in revenue distribution. The reform leads to the share-holding cooperatives, which allow solving these problems. The farmer becomes the investor, decision-maker and beneficiary. Practice has shown that this type of cooperatives suit well the level of productive forces in China today
