土地利用总体规划中的战略环境评价初探

Study on strategic environmental assessment in general planning of land utilization

分析了战略环境评价的内涵以及它在土地利用总体规划与实施过程中的重要性,探讨了以土地总体规划为核心,实施战略性环境评价的原理与方法.同时提出土地利用总体规划应在进行回顾性SEA、现状性SEA评价的基础上,设立土地利用分区补充方案,即突出生态功能的土地利用分区方案,进一步运用层次分析法进行前瞻性SEA,以使得土地利用总体规划能够实现提高经济效益与优化生态环境完美结合的目标.

This paper studies the connotation, the importance, the elements and the methods of SEA in general planning of land utilization. And this paper suggests that GPLU should set up a complementary project of land use subarea on the base of retrospective assessment and assessment of status. The project of subarea stands out harmony of ecological function between subareas. Then this paper suggests that forecasting assessment be done by using the AHP theory. In the end GPLU bring the harmonious and sustaining development of the area.
