香港消防审批业务调研与广东省建审改革思路

Investigation on the fire approval procedure in Hong Kong and the consideration on reforming building approval procedure in Guangdong province

介绍了中国香港特别行政区消防处的基本情况、工作情况等,包括建筑工程审批、防火安全检查、易燃易爆危险物品管理、消防宣传与培训、消防处罚、灭火调度工作和服务承诺。并从简化建筑工程消防设计审核内容、推行验收前检测的消防中介服务和加快广东省消防立法步伐,为消防中介服务提供法律保障等三个方面阐述了广东省在建审工作方面的改革思路。

The basic routine tasks such as project review and approval, fire safety inspect, management of flammable and explosive materials, fire protection propagation and training, punishment concerning to fire protection, fire suppression dispatch and service commitment in the fire protection section of Hong Kong, China have been introduced. The reforming of the building approval procedure in Guangdong province has been discussed from three aspects： simplify the review of project fire protection design,advocate the third party service before the building approval and speed the fire protection legislation in Guangdong province so as to provide law ensurence for the third party service.
