农业产业化博弈中的政府:引导抑或误导

The Government in the Game of Agricultural Industrialization:Lead or Mislead?

农业产业结构的调整,以及相应的农业产业化,主要靠政府“引导”或“主导”,还是靠农民自发进行,是经济转轨时期的重要问题。不少学者认为,为帮助农民,政府必须加以“引导”甚至“主导”(实际上这种思路在基层的政策实践中也非常流行)。但实践证明,政府“引导”往往不仅难以发挥积极作用,有时反而非常容易演变为损害农民利益、误导农村经济发展的形式主义。从本质上而言,这是所谓的农业产业化过程中各相关利益主体展开博弈的必然结果。

In the economic transitional period, it is an important problem whether the adjustment of agricultural structure and agricultural industrialization should be implemented mainly through the guide of the government or through the independent actions of peasants. Some learners argue that the government must play a positive role to help peasants through guiding, which is also a popular thinking in the policy practice at basic level. But the practice tells us that the guide of the government often had no positive effect. Furthermore, it is easy to be transformed to formalism that do harm to the interests of peasants and mislead the development of rural economy sometimes. In a word, it is the inevitable result of the game process, in which various subjects compete for their interests through so called agricultural industrialization.
