The development and management of human resource hold the key position in the management of modern libraries. Therefore, it＇s important to handle well the relationships between the three stages in the library. The three stages are the basic level, the carrying level and the administrative level. While doing this job, we should hold a human-centered principle, perform well the managerial work, improve the quality of the whole staff and mobilize the activity of the staff, so as to make full use of the service function of library.
