摘要
商品房价格必须遵循价值规律,反映供求关系,体现竞争原则.衡量房价涨幅过大有两个标准:一是房价涨幅超过人均可支配收入增幅;二是房价涨幅超过房屋价值升幅.房价涨幅过大的深层原因是:需求持续大于供给;需求结构中的虚假需求膨胀;供给结构局部失调;土地价格增幅超过GDP增幅;消费者心理预期畸形.有效控制房价必须综合治理:适度扩大供给,营造供略大于求的均衡态;重点控制需求,挤掉社会需求中的虚假成分;优化住房供给结构,加大普通商品住房的建设力度;严控土地价格涨幅,制止土地成本过快上涨;积极引导消费,提倡梯级改善.
House price should follow the price law, reflect the supply-demand relationship, reveal the competition principle. There should be two standards to judge if the house price has been increasing too quickly: Firstly, if the increasing range of the house price is increasing too quickly; Secondly, If the increasing range of the house price increasing exceed that of the house value. The deep reasons for the too big range of the house price increasing are: The demanding is consistently greater than the supplying; the fictitious demand in the whole demanding structure expands; the supplying structure is partly imbalance; the price of the land increases more quickly than that of the GDP; consumers' psychological expectancy are deformed. We should administrate it comprehensively to control the house price effectively: expanding the amount of the supplying appropriately, make a balance that the supplying exceeding demanding slightly. And the key task is to control the demanding, crowd out and adjust the fictitious composition in the social demand: optimize the house supplying structure, speeding up to build up more ordinary commercial houses; controlling the rang of the house price increasing severely; preventing the land cost going up too quickly; guiding the consuming actively, and making improvement step by step.
