通过经济社会现代化之路实现国家繁荣富强,是人类社会发展近代以来的主流选择,也是中华民族近百年来梦寐以求的目标。邓小平提出的“三步走”战略,是探索经济落后国家如何进行社会主义建设的理论创造,它既借鉴了中外现代化建设的经验教训,又充分体现时代发展的基本趋势和社会主义制度的特殊规定。党中央在十五大报告中制定的新“三步走”战略和十六大提出的全面建设小康社会的奋斗目标,是对邓小平“三步走”战略的丰富和发展。

To achieve national prosperity through economic social modernization has become since modern times the main destination of the development of human society. It is also the dreaming goal of Chinese nationality in the last one hundred years. The “three-step” strategy proposed by Deng Xiaoping is the theoretical creation of exploring the way to construct socialism in underdeveloped countries. The theory not only draws lessons from the experience of the construction of modernization in China and other countries for reference, but also embodies the basic tendency of the time and the ,special stipulation of socialist system. The new “three-step” strategy in the report of the 15th NCCPC and the goal of constructing a “well-to-do” society during the 16th NCCPC are the enrichment and development of Deng Xiaoping’s theory of “three-step” strategy.
