从国际经验看一国如何向灵活汇率制“有序”转变
The Transformation to Flexible Exchange System from the Perspective of International Experience
摘要
本文的研究表明,从国际经验看,实行固定汇率制的国家若欲“有序”、成功地转向灵活汇率制,则其必须满足一定的制度条件。这些条件包括:一个具有流动性的、有效的外汇市场;有节制的、适当的外汇市场干预以及一种替代性的“名义锚”与货币政策框架。若一国尚未完全具备上述条件,则转向灵活汇率制的渐进的方式是合理的。此外,一般而言,先于资本项目自由化适当引入汇率灵活性能使一国面临较小的风险。
