摘要
从2003年起,“民工荒”的现象开始在东南沿海地区出现。仅2004年珠三角地区就缺工200万人。2005年春节过后,这种现象不但没有减弱,反而有加强的趋势。究其原因主要是工资待遇低、用工环境差、劳动条件恶劣;其次,利益格局的变化是珠三角民工短缺的重要原因;最后,多年来的经济增长模式是珠三角劳动力资源短缺的深层原因。对此,我们要保护农民工的合法权益,进一步解除农民工的后顾之忧;加快制度创新和政策调整,着手经济战略的转换;加强农民工的培训,提高农民工素质;大力开发农民工文化。
From 2003, the phenomenon of "the peasant-worker-shortage" begins to appear in the southeast coastal area of the Pearl River Delta, lacking 2 million workers last year alone. This kind of phenomenon became worse after the Spring Festival the year 2005. The main causes are the low salary, terrible environment, and bad labor conditions. The changed interest pattern is another cause. But the deep cause is the economic growth mode for many years. So some measures should be taken. We should protect peasant workers' legitimate fights and interest, accelerate the system innovation and policy adjustment, transform economic strategy, strengthen peasant workers' training, improve peasant workers' quality, and raise peasant workers' cultural level.
