On August 19, during the 2005 Central Enterprises Directors mid-year working conference, Director of State-Owned Assets Supervision and Administration Commission (SASAC) of the State Council, Li Rongrong, announced year 2004 annual operation performances of 179 central enterprises, and has also made praise and punishment. Directors from 25 enterprises including China Petro and Sinopec Corporation will receive bonus that at least double their performance radixes. But directors from four lowest evaluation enterprises will not have any extra bonus except monthly set salary. This is the first time that head of central enterprises were evaluated one by one since our opening up and reform. Their salary will be related to their evaluation marks, this is a measure that is based on Temporary Measure of Evaluating Head of Central Enterprises (No. 2 order of the State Council) that became effective since January 1st of 2004. After the issue of No. 2 order, Shanghai Chongqing had successively issued related government files, and choosed appropriate State-Owned Enterprises as experimental objectives. But it is over optimistic to expect 'Win all at one battle' and put forward in all-round way management factors participating in distribution. 'Who can participate in distribution? How to set the price of management factor? 16th National Congress of Communist Party has only proposed some general principles and didn' t give answers to these difficult problems which confined the practicing process of management factors participating in distribution,' said a Shanghai SASAC official who is in charge of salary evaluation.
