试析欧美盟国体系走向及其对世界和中国的影响

Analyzing the Future of Europe-US Alliance System and Its Influence to China and the World

由于欧美关系的架构对国际体系和全球秩序的最终形成将产生重大影响,因而自冷战结束起,欧美关系的演变就一直萦绕于国际政治的中心。小布什继任以来,欧美关系的僵局似乎得以扭转,那么欧美盟国体系究竟将如何演进?修复抑或重建?本文试图从理论和实践两方面分析欧美在联盟价值取向、战略政策及利益等方面的分歧,认为建立于冷战背景下的欧美正式的盟国体系逐步走向解体,重新塑造欧美关系是当前及今后跨大西洋关系的实质。既竞争又合作的伙伴关系越来越成为欧美关系的主要形式,而这种新形式的欧美关系对世界和中国崛起都将产生重要影响。

Since the Europe-US alliance will have huge impact on the final formation of international system and global order, the evolvement of the Europe-US relations is always the focus of the international politics since the end of the Cold War. From the President Bush Jr. era, the stalemate of EuropeUS relations seemed to be resolved. What direction will this alliance head on？ Repair or rebuild？ This article analyzed the differences of Europe and the US in the alliance＇s value choosing, strategy policy and interests from both theory and practices. The author argued that the Europe-US alliance, which was built in the Cold War, was gradually coming to its end. In future the cross-Atlantic relations will be a rebuilt Europe-US relation. The main form of the Europe-US relations will consist of both competition and cooperation. This new form of Europe-US relations will be important to both China and the world.
