临界评估:针对以检索系统为核心的高校科研水平评估的补充方法

摘要 现行高等院校科研水平评估方案有许多共同之处。其中对检索系统的应用和利用检索系统原理创建的评估方法最为人诟病。评论指责它们为追求高效率过度依赖科研结果质量保证单位的数据,使得科研评估对于现在高校学术界的学术失范现象负有不可推卸的责任。为使以检索系统为核心的高校科研水平评估更加科学,文章提出临界评估作为补充。 There are many common places in universities and institutes'scientific and research level evaluating projects. In these projects, the application of index system and the evaluating ways based on index system have the most negative assessments. It has been criticized that these data ,in pursuit of high efficiency, which are over- dependent on scientific and research results, made the scientific and research level evaluate is not suitable for academic demands in universities and instates. To make the scientific and research level evaluate based on index system more scientific, this essay gives the direct evaluate as the complement.
