公共财政政策框架下基本医疗服务体系的构建

Construction of Basic Medical Ministry System Under the Commonality Financial Policy

在社会主义市场经济条件下,政府的主要责任是保障居民的基本医疗服务。但是,社会经济的发展和生活水平的提高使人们对医疗服务的需求增加,福利刚性又使医疗服务的内容不断扩大、水平不断提高其直接后果是医疗费用的高速增长,给公共财政带来巨大的经济负担。通过对当前问题的深入剖析,提出在现有公共财政政策框架下构建基本医疗服务体系。

On the condition of socialism market economy, the government is responsible for ensuring residents＇ basic medical treatment. However, according to improvement in economy and standard of living, people have increasing demand for medical treatment, as well as expanding service content and improving standard for welfare rigidity so as to rapid mount of medical fees and tremendous economic burden on commonality finance. By deeply analysis of current problem, this text put forward policy suggestion to build basic medical ministry system and improve efficiency of utilizing sanitation resource under the present commonality financial policy.
