科学实施员工持股计划(Em p loyee Stock O ption P lan,简称ESOP)是解决国有企业产权不明晰、激活人力资本以提高经营能力的重要举措,提出了国有企业实施ESOP的步骤和方法,并提出了政策建议。

Implementing Employee Stock Option Plan is an important and difficult task for our state-owned enterprises in order to solute the problem of property, activate human resources, and develop managing abilities. This paper discusses steps to implement ESOP, and raises ways to do that from several sides including employee＇s buying monetary, design of share structure and organization, finally this paper puts forward some policy suggestions.
