文章将公共管理学科中的治理理论应用于自然资源治理或环境治理的研究，讨论了治理的定义、治理与统治的区别、治理的概念，并在此基础上提出了自然资源环境治理的研究框架。其框架是：行为者和权力权威；法律框架和制度；责任性和代表性；治理过程和管辖权。

The theory of governance from the public management is applied into the study of resources or environmental governance in this paper. It discusses the definition of governance, the distinction of it from dominion and the concept of it. Then it put s forward the framework of resources governance, which are the following： actor and power, legal framework and institution, accountability and representation, governing process and subsidiary.
