摘要
政党只有在特定的体制框架内运行才能实现执掌国家政权。执政党加强执政能力建设的首要前提就是健全执政体制。中国共产党在领导社会主义革命和建设过程中，已经形成了比较健全的执政体制。但执政体制的运行机制还有不完善的地方，导致社会分配不公和效率低下，影响执政能力的提高，因此要在完善根本制度的基础上理顺执政体制的运行。
A political party predominate political power in certain frames of a system. The premise to improve the power of governance is to perfect the systems of governance. The Communist Party of China has formed a political system with Chinese characteristics during the process of leadership in both socialist revolutio and construction. But the systems of operational mechanism still have some defects which lead to injustice distribution and low efficiency. All these have great influence on the Party＇s power of governance. So we should perfect the systems of operational mechanism on the basis of the perfection of our fundamental political system.
