一、融合是电信发展的趋势 近十年来，由于互联网的蓬勃发展和社会信息化水平的日益提高，数据及多媒体业务的重要性越来越突出，但目前的网络无论是2G移动网络、固网PSTN、还是互联网都难以满足人们对话音、数据与多媒体融合业务的渴望，难从实现人们在任何时间、任何地点、能够以任何方式通信的美好愿望。在这种背景下，业界对实现网络与业务融台的需求趣来越迫切，人们期待一种新的技术和新的网络形态来解决目前电信网络面临的诸多问题。

Convergence is Telecom Development Trend In the last decade, due to flourishing development of internet and ever-improving of social informatization standard, the importance of data and multimedia services is getting more and more prominent, hut current networks, irrespective of 2G mobile network, fixed network PSTN or internet, could hardly meet people＇s aspiration for converged service of voice, data and multimedia, nor people＇s wonderful wish of communicating in any way at any time and any place.
