关于设立国家重大共性、公益性技术推广应用计划的研究

Study on the Spread and Application Plan of Important Commonness and Commonweal Technology

为了解决制约我国社会经济可持续协调发展的重大技术瓶颈,以及政府公共科技推广管理职能难以实现的问题,在背景分析的基础上,提出设立国家重大共性、公益性技术推广应用计划的构想,并对其宗旨与定位、目标与内容、支持范围、管理与组织进行了解析,建议政府将之纳入“十一五”科技发展规划。

To solve the serious technologic bottleneck of Chinese sustainable development and the difficulty for government to execute public management function on extending science and technology, this article bring forward the spread and application plan on the context of new era, including tenet and orientation, goal and content, scope of items, management and organization. Also, the authors suggest that government bring this plan into the eleventh five-year development plan of science and technology.
