This article introduces social capital at first, and then imports it into the analysis of public crisis management, focusing on its function in each stage of public crisis management. Meanwhile, public crisis management also affects social capital. Finally, the paper puts forward some positive advices on how to set up the social capital in the process of public crisis management.
