New Discussion on Law of Nationalities Autonomy with New Democracy during the period of the War of Resistance Against Japan

《建设回民自治区》这一尚不为人所知的重要史料,以其翔实的内容证明,中国共产党关于民族区域自治思想政策的第一次比较全面深入具体的论述可以上溯到20世纪40年代初,即1941年至1942年。本文在首次介绍抗战时期民族区域自治的珍本《建设回民自治区》的基础上,结合有关文献,对这一文件的作者、成文的时间、内中的思想政策及其作用进行初步的探讨。

As an important historical material still unknown to everyone, Construction for Hui Autonomous Region proves with full and accurate content that the first more entire and deeper dissertation about the ideology policy of regional autonomy for nationalities put forward by Chinese Communist Party can be traced to the early 40s in 20 century, i. e., from 1941 to 1942. Based on the rare edition Construction for Hui Autonomous Region for firstly introducing the regional autonomy for nationalities during the period of the War of Resistance Against Japan, and combined with related literatures, this article makes primary discussion on the author of the edition, writing time, inner ideology policy and its roles.
