江苏省县域城镇规模变动研究

Research on Scale Alteration of Towns in County Administrative Areas of Jiangsu Province

由于乡镇企业等集体经济的创业优势不再重现,江苏省小城镇发展需要反思和重新定位。以20世纪90年代江苏省县域城镇规模变动为研究对象,指出数量变化显著、等级分化加剧、区域分异明显等客观事实。针对行政干预过多、人口吸纳力不足、基础设施滞后、用地方式粗放、城建资金匮乏等问题,从制度、经济和社会结构角度分析影响县域城镇规模变化的动力机制,提出县域城镇发展需要制度创新、提升城镇功能、实行区域差异政策等。

Small towns play an important role during the course of urbanization. With the change of environment,rural enterprises＇advantages are weak. It＇s a turning point to small towns. Taking Jiangsu Province as an example, this paper studies the alteration of towns＇ scale in county administrative areas during 1990s. It introduces many facts： The progress of urbanization speeds up, the difference between centre- towns and general- towns becomes more and more prominent, especially county town, regional diversity can＇t be neglected, and etc. Based on abundant data and illustrations, it points out some problems at present. For example, the power of administration is dominant, the ability of convergence is feeble, land - use per- person exceeds normal standard, a lot of towns are lack of fund, and the infrastructure lags behind. Then the paper discusses the mechanism on the scale alteration of towns from the standpoint of institution, economy, and social framework. At last, some conclusion in institutional innovation and ability of centralization are put forward.
