摘要
海涂开发涉及到人力、物力及社会、经济、自然条件等众多因素，如何合理地优选方案，使海涂开发取得最大的效益，是一个重要课题。现应用灰色系统理论，把定量分析与定性分析结合起来，用灰关联度来评价方案的优劣。
The ploders'development involvves various factors such as manpower,products power and social,economic and natural condition,It's an important problen how to optimize Plan and reach the best benefit in the plders'development.Using grey system theory,the author applied grey relation degree to optimize plan and provide theory basis through the quantitative and the qualitative analysis.
