促进企业成为技术创新的主体

Pushing enterprises to become mainbody of technological innovation

企业必须提高自主开发创新能力,形成自主核心技术,才能具有核心竞争力。介绍了增强自主创新能力的重要意义,指出:提高自主创新能力是国家安全的保障;提高自主创新能力是转变经济增长方式,调整结构的中心环节;提高自主创新能力,是应对国际竞争,自立于世界民族之林的需要。我国企业自主创新能力不足的基本原因有:①企业自主创新投入不足、能力不强,多数企业尚未进入技术创新主体的角色;②未能妥善处理好技术引进与消化吸收创新的关系;③技术和经济紧密结合、产学研紧密结合的机制有待于改善;④企业成为技术创新主体的体制、机制、政策有待完善。对如何努力促进企业成为技术创新主体提出了建议。

Enterprises must increase their ability of innovation and development, and hold some core technology, so as to have their own core competitive power. It is pointed out that to increase self independent innovative ability is the assurance of national security, also the central link of changing economic mode and adjusting the economic configuration, and the need to cope with the international competition and stand on our own feet before the world. The problems that cause China＇ s self innovative independent ability are as follows：① investment not enough and the ability not strong in enterprises, the majority of them even not beginning to do this; ②the relationship of technological introduction and digesting, assimilating and innovation not been treated well; ③the close integration of technology with economy, and the close combination of production, schools and research institutes desired to be improved; ④the structure, mechanism and policy which will push enterprises to become mainbody of technological innovation not good enough. At last some advice for it has been put forward.
