In the information age, Organization Intelligence Quotient is one of the key components of the development and management for an enterprise. It has been taken more and more care by people. This thesis discusses the problem of how to build and develop OIQ from four aspects, which refer to the estabhshment of the OIQ＇ s basis, the construction of the knowledge depository, the management and development of employees, and the capability requirement for an enterprise＇ s employers.
