A Primary Study on Establishing "Threshold" to Adjust Regional Economic Structure

文章受进化论的启发,提出通过设置“门槛”调控区域经济结构的设想,分析了区域经济结构调整过程中“门槛”设置的成本和必要性,为了克服区域政府在通过设置“门槛”调控区域经济结构中可能会出现的政府失灵和政府俘获问题,提出了打造有效政府的思路。

Enlightened by evolutionism this article put forward a tentative plan about establishing “threshold” to adjust regional economic structure. It analyzes the cost and the necessity of establishing “threshold” in the process of regional economic structure adjustment. To overcome the problems of government failure and government capture in the process of adjusting regional economic structure by establishing “threshold”, it put forward a conceive of creating a valid government.
