摘要
在分割的劳动力市场前提下,个人人力资本投资具有岗位竞争优势,并对他人造成了负的挤出效应。因此,个人动态最优化的均衡结果不符合社会帕累托最优。这一假说能够合理解释当前中国居民人力资本投资需求强烈这一典型化事实,并为中国公共教育政策调整提供了一定的政策依据。
Supposed labor market is segmented, private investment in human capital would lead to negative crowding out as well keep the priority of job competition. Therefore, the equilibrium of individual's dynamic optimal behavior does not coincide with Pareto optimum. As a result, the analysis not only has explained properly the stylized fact which concerns strong demand of human capital investment in China, but also leads to some important implication on the policy adjustment of public education in China.
