摘要
基础教育生均预算内公用经费支出的基尼系数表明,我国基础教育尚处于非均衡的发展状态,主要表现为:教育公用经费支出呈现强势、较强势、较弱势和弱势四个阶梯形分层,两极相差悬殊;农村义务教育的发展仍面临较大的困难;普通高中教育孕育着不平衡危机。因此,要构建基础教育均衡发展的政策框架,关注教育投入的收益与效益,明确制定政府拨款标准,大力支持弱势群体,以促进基础教育的均衡发展。
The Geordie coefficient of the budgetary per student of basic education in China indicates that the present basic education is suffering unbalanced development. Specifically, the budgetary funds for public education in China show a four-tiered shape of strong, stronger, weak and weaker spending on public education has further expand the gap between two extremes. The development of compulsory education in rural areas is confronted with serious difficulties and the regular senior secondary education is facing the crisis of imbalance. Therefore, educational policies must serve to form a policy-based framework for promoting the balanced development of basic education by paying due attention to the benefit of educational investment, working out the standard of government allocation and providing support to the disadvantaged social groups;
