摘要
本文分析了水安全的内涵、研究范畴,提出了水安全的定义,在此基础上结合干旱特征,进一步分析了干旱期水安全的特点,并将水资源系统风险分析中的可靠性指标、恢复性指标和易损性指标应用于区域干旱风险分析。在此基础上建立干旱风险指数。在海河流域水安全风险评价中的应用表明,该方法可用于对干旱期水安全进行评价,并为水资源管理者制定和选择抗旱措施提供科学的决策依据。
The connotation of water security is analyzed and the definition of water security is suggested. On this basis the characteristics of water security for drought period is analyzed. The indexes for risk analysis of water resources including the reliability, resiliency, vulnerability are introduced to establish the drought risk index for assessment of drought period. This method is applied to assess the risk of water security of Haihe River basin. The result shows that the method is useful and helpful for managers of water resources to select and implement the suitable measures for resisting drought hazards.
