长江流域节水现状分析及对策

Present Situation and Counter Measure of Water Savingin Yangtze River Basin

随着经济的快速发展、人民生活水平的不断提高及水污染的日益加重,长江流域水资源供需矛盾越来越突出,节水已引起流域机构和地方各级水行政主管部门的高度重视。目前,长江流域的节水研究尚处于起步阶段。在调查节水现状的基础上,对流域用水情况进行了概括,分析了长江流域农业、工业和生活节水现状,同时针对目前认识不足、法制不强、投入不足和水价偏低等节水工作软环境存在的问题,提出了今后流域节水工作建议,为下一步的节水研究奠定了基础。

With rapid economic development, more and more better living level and serious water pollution, the contradiction between supply and demand of water resources comes to protrude in the Yantze River Basin. At present, the study on water-saving has just started in Yantze River Basin. Based on the investigation of the present situations, the paper summarizes the water consumption of basin and analyzes the level of water-saving under the present conditions in the Yangtze River Basin. Furthermore, according to the present problems, such as the lacks of water-saving ideas and investment, low water prices, laxly implementing rules and law and so on, some suggests are represented.
