摘要
通过考察我国公民法律素质取得进步的历史进程的四个阶段,分析我国公民法律素质的进步和不足以及形成的原因,辩证反思我国既往普法工作的成绩与不足,为进一步提升公民的法律素质提供理论依据,也为政府提高公民法律素质的后续决策提供参考。
This paper reviews the achievements and deficiencies of our citizens in the universal law education and analyses their reasons by surveying the four historical stages through which our citizens have made progress in their legal quality. Based on the analyses, the author comes up with five notions for universal law education : extensive law education, spreading universal law education, human and cultural universal law education, cultural universal law education as well as comprehensive universal law education. These notions are feasible enough to be referred to by our government officials concerned when they make subsequent decisions intended to enhance the citizens' legal quality.
