四川省新型农村合作医疗试点中的问题与对策

Problems and countermeasures for new rural cooperative medical institution of Sichuan Province

四川推行的新型农村合作医疗试点取得了初步成效,同时也存在着许多的问题,特别是各筹资主体负担的比例不合理。目前,在农村医疗合作制度的模式选择上必须慎重,中央政府在合作制度中应承担更多的责任,应积极引导和支持将社区作为一个单独的筹资主体,在地方筹资中则应以省级财政承担主要责任,同时还应出台与农村税费改革配套的卫生经济政策。

New rural cooperative medical institutions in Sichuan Province have made progress but there still exist problems such as unrea sortable investing proportion of investors. Currently, mode select of rural cooperative medical institution must be careful and central govemment should take more responsibility and guide and support community as an independent investor. In local investing, provincial finance should take main responsility and healthy economy policy related to rural taxation reform should be issued.
