在国务院相关规范性文件的积极推动下,我国部分城市开展相对集中行政处罚权制度取得了阶段性成效,但影响其进一步健康发展的制度性障碍还明显存在。正确认识这些困境,寻找其中的缘由,最终得出解决问题的方案,是学者和实际工作者们亟盼的探索。

Driven by the relative documentaries of State Council, some cities in our country have outspread the systems of the power of relatively concentrated administrative punishment and obtained the periodic achievements. But the system obstacles which affect it＇s health development are still existing. Exactly knowing these puzzledoms, looking for the reasons among them, and eventually finding the solution, are the exploration which the scholars and those engaged in practical work hope in need.
