Institutional Choice of the Sustainable Development in the Sanjiangyuan District of Qinghai Province

当前,三江源地区可持续发展中存在一些问题,既有气候变化的自然原因,又有草场产权制度不尽合理、资源与环境法律制度不够完善以及游牧文化向农耕文化不断转换等深层次的制度原因。应通过改革草场产权制度、加强法治建设、精简政府机构、建立生态补偿机制和国际合作机制以及保护高原文化多样性等制度性措施,保证三江源地区的生态安全,促进三江源地区可持续发展。

At present, the sustainable development of this district is confronted with many problems. The main causes is not only the climate change ,but also the institutional evolution including the defect of the property rights of grassland, law flaw of natural resources and environment and cultural transfer from animal husbandry to agriculture. To guarantee the ecological security of Sanjiangyuan district, several methods should be adopted, such as reforming the property rights of grassland, strengthening rule of law, building up the mechanism of ecological compensation and international cooperation, reducing government institution and keeping the variety of culture, etc..
