摘要
构建大城市危机管理软环境需要充分认识组织协调形式、组织要素及其相互内在联系,讨论协调机制的核心涵义和组织要素相容性的联系。大城市危机管理软环境的构建,其核心是依据组织要素相容性原理,根据组织行为要求、组织参与者特征等已知参数,求解未知变量组织结构,建立有效的协调体系。
To construct the soft environment of crisis management, we should fully recognize organizational form, factors, as well as their inner connections, and also should discuss the core meaning of coordinated mechanism and the relationship of these factors' compatibility. In order to construct the soft environment of crisis management, the key is to find the unknown variable organizational structure, and set up the effective coordinated system according to the principle of the compatibility of organizational factors, and the given parametrical, such as the requirement of organizational behavior, the characteristics of organizational participants.
