中国通商银行镇江分行经理人尹稚山侵吞镇江关巨额公款。盛宣怀派人会同官府查封尹稚山及其叔尹德坤的家产,并以之开彩,其所得俱作为赔款,而不足部分分年予以摊赔。尹稚山亏蚀案暴露出中国通商银行内部运作机制的一些弊病及其外部生存环境的恶劣。

Yin Zhishan, the manager of the branch of the Imperial Bank of China in Zhenjiang, had peculated substantive deposits of the Customs of Zhenjiang. Sheng Xuan - huai oppointed several men to close down the properties of Yin Zhi - shan and Yin De - kun with feudal officials. Then, the Imperial Bank of China gained much money through lottery to fetch up Yin Zhi- shan＇ red. Lastly, the bank compensated for the remanent debts for several years. The case showed some disadvantages of the working system of the Imperial Bank of China . It also layed out the bad environment of the Imperial Bank of China.
