摘要
我国正处于经济转轨、社会转型的关键时期,日益频繁的危机考验着政府的危机管理能力。传统的官僚制由于自身的机械性结构的缺陷,其组织结构与组织体系的过于僵化的部分无法适应危机的快速应对,必须进行制度变革和体制创新。以危机为契机,在政府组织中构建具有目标明确、相关技能、相互间信任、共同的诺言、良好的沟通等特征的团队,将有效提高政府危机管理的能力。
Since China is in key period when economy and the society are going through transition, our government's crisis managerial ability is facing more and more tests. Because of its own machinery defect of the structure, traditional bureaucrat has been unable to deal with crisis in complicated environment. Regard crisis as the opportunity, construct the teamwork in government with characteristics such as clear aims, relevant technical ability, believing in each other, common promise , good communication, etc. And this will improve the ability of government's crisis management effectively.
