The paper states the influence of project change in urban road construction on the project cost control, and analyzes the cause of difficulty of cost control from the project change as well as the suggestion of treating project change and cost control so as to enhance the management level of the project construction and to reach the aim of initiatively controlling cost and the corresponding measure.
