配合上海市建委发出的实行建设工程竣工验收备案制度的通知及其实施细则,阐述“备案制”的定义及意义、备案制与核验制的区别、建设单位负责制和档案先行验收等有关规定,并结合参与实行“备案制”工程的实践,总结出一些经验和体会,以利于全面开展和做好工程的档案管理工作。

Coordinating the notice of implementing the system “putting on file” of completion acceptance of the construction project issued by Shanghai Construction Commission, the paper states the relative regulations such as the definition and meaning of “system of putting on file”, the difference between the system of putting on file and checking system, system being responsible by construction unit and file in advance for acceptance etc. At the same time, in the combination with the practice of implementing “system of putting on file” project, the paper summaries the experience and understanding to help make the file management work of projects.
