中国外交活动中涉台问题研析

An Analysis of Taiwan-related Diplomatic Issues of the PRC

在中国与世界互动的大背景下审视台湾问题,首先应对我国外交活动中的涉台问题进行分类与细化分析。中国外交因台湾而引发的难题大致有传统意义上的外交代表权之争、台湾拓展与某些国家的政治和军事关系而引发的中国与相关国家的外交冲突、台湾加入国际组织的问题和国际经济与文化领域存在的涉台问题等。而这四类难题的出现与国际社会对台湾问题的政策和态度密切相关:许多国家不断发展对台关系尤其是经济关系;对台策略以“政经分离”为基调,特别是近年出现“以经促政”趋势;部分国家事实上认同了台湾的“政经实体”地位;“维持现状”、“避免用武”日益成为多数国家对台湾问题的首选方案,等等。这些都构成中国处理台湾问题的国际压力。中国一方面需要努力使“和平统一”方针和对台政策得到世界各国更多的理解与支持;另一方面也需要认真考虑世界各国对台湾问题的意愿和诉求,在维护中国主权完整的前提下做必要的政策调整。

When China interacts more frequently with the outside world, any look at Taiwan Question should first pay attention to the Taiwan-related diplomatic issues and its distinctive background. Today,the PRC is facing three sorts of Taiwan-related diplomatic issues., the contention for the diplomatic delegacy in a traditional sense; the diplomatic conflicts initiated by splitting activities of Taiwan Separatists,and the existing problems in the economic and cultural fields. The emergence of these probl.ems has a close connection with the international pressure on the PRC. The pressure from the International Community in China＇s handling Taiwan Question may come from four aspects. As a response, on the one hand, China should do greater effort to make the outside world understand and support the “Peace and Unification”policy;on the other hand,China need to give a more careful consideration to other counties＇ wills and appeals upon Taiwan.
