Analysis of Seven Items of Government's Function in China's Pension System

养老日益成为中国走向和谐社会的沉重负担,经济可持续发展要求中国在养老保险制度领域对政府职能进行调整。文章对政府职能和养老保险制度关系作了理论概述,针对当前政府逐渐退出养老保险职能的趋势,论文分析了中国当前混合制养老保险模式下政府的七项职能,结论是均应增强这七项职能,但要科学选择介入领域和介入方式。

Pension is a growing heavy burden as china goes to a harmonious society. China has to adjust government＇ s function in pension system for it＇s sustainable economic development. Firstly, this paper makes a theoretical description for the relation between government＇s function and pension system. As for the current tendency of government＇s function withdrawing from pension field, the author gives analyses emphasizing on the seven items of china＇s government＇s function under the mixed pension model. The conclusion is that china has to strengthen all of the seven functions, but the government should intervene in proper fields and choose a correct path.
