地勘单位矿权经营相关问题的探讨

目前地勘单位在矿权经营中存在着矿权的取得和流转不规范、矿权权益得不到保障、矿权无形资产产权无法准确界定、以及矿权经营收入管理等方面的问题。产生这些问题既有历史方面的原因、也有现状方面的原因。为解决这些问题,地勘单位矿权经营目前可采取的发展思路应是:事企分离、独立运作、明晰产权、改革机制、科学管理。

In the mining right management of geological and prospecting enterprises exist next problems at present, such as the means of obtaining mining rights and their transferring are non-standard, mining rights and interests can not be guaranteed, the property right of intangible assets can not be accurately delimited, the management of mining right operating income is not regulated and etc. The reasons on causing these problems come from historic and present factors. In order to solve above-mention problems, geological and prospecting enterprises should take next development measures: the institutions and enterprises operate separately and independently, clarify ownership, reform mechanism, manage scientifically.
