延安时期人民检查政府的历史经验及启示

On the Historical Experience and Enlightenment of the People Inspecing the Government in Yan'an Period

延安时期开创了我党历史上人民同政府关系最好的时期。延安时期陕甘宁边区是全心全意为人民服务的政府,形成了人民检查政府的历史经验。这就是:人民检查政府的权利法制化;检查的渠道、方式多样化;民主政治社会化,对现实的主要启示是:必须尊重人民检查政府的政治权利,把它作为考评政府绩效、衡量政风的一个重要环节;认真借鉴延安时期的一些好的做法,如在选举中检查政府,实行自下而上的检查等,并在机制上加以创新;大力发展社会主义政治文化,增强人民检查政府的权利义务意识,提高检查的效能。

In Yan＇an Period the CPC ushered in a best time when the relation between the people and the government in her history was very close. The paper taking the Shan-Gan-Ning Border Region as an example summed up the historical experience that the people inspected the government. The experience included the legalization of the＇s inspection right, thus improving the politics, training the people and making the government become a “helpful government”,which was supported by people and honest and efficient. The main enlightenment for today is that we must respect this political right of people inspeting the gouernment;we could carefully use some good ways in Yan＇an Period, for instance, inspecting the government in election, practicing the examination from below, etc. and bringing new ideas in mechanism; we could devote major efforts to developing the socialist political culture, increasing the people＇s awareness of right and duty in checking the government and raising the checking efficacy.
