论转型时期政府职能的改革——兼论法律对政府职能改革的作用

On the reformation of Government's Functions in Period of Transformation

每个公民都希望政府能够在行使社会管理等方面的职能中富有效率。然而,我国政府部门却存在着“越位”、“错位”、“缺位”等缺陷,这严重影响了政府职能的效率。政府职能改造之路,经过十多年的风雨兼程,仍然需要不断地努力。什么样的政府才是正确行使职能的政府,我们心中一直有一个明确的坐标。而作为遏马之缰,法律制度的建立,必然在政府职能改造中起着不可忽视的作用。

Every government is expected to be efficient in performing its functions in terms of public governance by its people. However,the faults with the old governance system were and are obvious. There is still a long way to go and persistent efforts to be made to reach,our goal after a decade of practice of the transformation of government functions,There lies a definite standard for good governance.And undoubtedly the establishment of effective law enforcement mechanisms will play a key role in the transformation of government functions.
