摘要
2003年10月,针对检察权外部监督的缺位,最高人民检察院推出了人民监督员制度。人民监督员制度实施至今,对检察机关自侦案件的监督发挥了一定的作用,但作为一项创新制度,不可否认,也同时存在不少问题。本文从法理角度,对人民监督员制度的可行性予以肯定,并在此基础之上,对人民监督员制度进行了理性思考,进而提出完善的建议与对策。
In October 2003, because of the lack of outer supervision on procurators＇ powers, the supreme procurators＇ court built a people＇s inspector system. As far as the system came into being, it has imposed some function towards supervision on the cases of its own. However, as a new system, it＇s no denying that there are some problems about it. Some suggestions are given here on the base of investigation and thinking.
